Overview of ESI Scheme

The Employees' State Insurance Scheme was introduced under the Employees' State Insurance Act, 1948 as a Social Security measure.

Apart from Industries—large and small, hotels, restaurants, theatres, newspaper establishments, motor or transport establishments, Shop and other establishments employing 20 or more persons have been brought under the purview of the Scheme. The Scheme is applicable to the factories running with power and employing 10 or more persons and also to the factories running without power and employing 20 or more persons. The present upper ceiling of wages for coverage of any employee under the Scheme is Rs. 10,000/- per month. Recently teaching institutions and medical diagnostic centres have come under the perview.

The whole Scheme is administered by the Employees' State Insurance Corporation and the State Government. Medical Benefits and various other benefits including cash benefits are provided under the Scheme. In terms of an agreement with the E.S.I. Corporation the Government of West Bengal is entrusted for administering the E.S.I. Medical Benefit Scheme for the Insured Persons and their families with family size 3.8 (three point eight) in the State of West Bengal.

Implemented Area

The Insured Persons of Kolkata, the District of South 24-Parganas, North 24-Parganas, Howrah, Hooghly, Certain Areas of Nadia District (Kalyani, Haringhata Fulia, Saguna, Chakdaha and Ranaghat), Burdwan District (Asansol, Ranigunj, Durgapur, Burnpur, Hirapur P.S.) Midnapore District (Haldia, Kharagpur) are now covered under full medical care benefits. The Scheme has been extended to Siliguri of North Bengal.

Adminstrative Setup

The Scheme is administered through the Directorate of Employees' Staff Insurance (M.B) Scheme under the Administrative Control of the Labour Department. The Director, ESI (M.B) Scheme is the Head of the Organisation. He is assisted by the Deputy Directors, Assistant Directors, Assistant Directors of Accounts Administrative Medical Officer, Additional A.M.O. and other Officers and Staff. There are 13 Hospitals, two Diagnostic Centres (Functioning with the respective hospital OPD now), 35 S.Ds, (one at Kharagpur on contractual basis), Central Medical Store and 19 Rajya Bima Oushadhalayas and are manned by Officers of ESI Medical Service, Accounts Officers, various Para Medical and Nursing staff. Non Medical Technicians, ministerial and other staff.

The Directorate of E.S.I. (M.B) Scheme, E.S.I. C.M.S. and A.M.O's Office are located at P-233, C.I.T. Scheme VIIM, Bagmari Road, Kolkata-700 054. One Additional AMO's office is located at ESI Hospital, Asansol.

Benefits provided to the I.Ps under the E.S.I (Medical Benefit) Scheme.

I.Ps are provided with Medical Benefits in the following manner :
(i)
Out patient treatment at Service Dispensaries/IMP's clinics.
(ii)
Domiciliary treatment by Insurance Medical Practitioners.
(iii)
Specialist's Outdoor Services in the Specialist's Clinic or O.P.B ESI Hospitals and other Govt./Non-Govt. Hospitals.
(iv)
Diagnostic facilities like all Pathological / Radiological investigations including Ultrasonography, Echo-Cardiogram, C.T. Scan, MRI etc.
(v)
Supply of Drugs & Dressings.
(vi)
Supply of Artificial limbs, Hearing Aids and other appliances including Spectacles.
(vii)
Ambulance facilities.
(viii)
Indoor treatment in the Hospitals.
(ix)
Antenatal and Post natal treatment to women under the Scheme.
(x)
Family Planning and immunisation Services.
(xi)
Issue of Certificates in Statutory forms in respect of sickness, maternity etc. to I.Ps only.

Out patient treatment facilities

Out patient treatment facilities are rendered to the Insured Persons through Insurance Medical Practitioners, Service Dispensaries, Diagnostic Centres (now working with OPD of the respective hospitals) and Out patients department in ESI Hospitals.

Supply of Artificial Limbs and other Appliances/Aids :

Supply of artifical limbs and other appliances/aids for the I.P.s is arranged through re-imbursements. Spetacles are also supplied to the I.P.s and their family members.

Blood Bank :

There is only one Blood Bank, situated at ESI Hospital, Manicktala catering to all the 13 ESI Hospitals by collection of blood through camps. The said blood is supplied after testing for Australia Antigen, HIV and other serological tests. Arrangements have been made for inoculation of Hepatitis-B vaccine to the Blood Bank staff handling blood.

Supply of Medicine/Dressing etc.

Medicine, dressing etc. required for treatment of I.Ps are centrally procured through the Central Medical Stores, located at the Administrative Buildings and headed by the Deputy Director (E&S) who is assisted by other Officers and staff. Medicine/dressings are purchased through C.R.C. of ESIC. The list of medicines are prepared as per norms prescribed by the E.S.I. Corporation. The requirements of medicines/dressings etc at ESI Hospitals are met by the Central Medical Stores. Besides, Medicines are also provided to I.Ps through Service Dispensaries and R.B.Os.

Diets :

Cooked diets are supplied in all 14 E.S.I. Hospitals namely E.S.I. Hospital, Manicktala, Kalyani, Uluberia, Durgapur, Gourhati, Serampur, Budge Budge, Belur, Kamarhati, Bandel Baltikuri, Assansol & Sealdah.
